Bias produced by the fact that researchers are less likely to submit (and journals are less likely to accept) articles that report negative findings from an evaluation. Meta-analysis that combines evidence from published works may therefore inflate estimates of impact on programs on outcomes. Researchers refer to the problem of negative evidence being “filedrawed”, meaning it gets placed in the filing cabinet rather than submitted for publication.
