Need refers to the requirements for healthy development. A child would be said to be in need if his or her health or development is actually impaired or likely to become so in the absence of remedial services. This is informed by the definition of need in Doyal and Gough's A Theory of Human Need (Macmillan, 1991) which suggests that there are two universal basic needs (physical health and autonomy) and 11 intermediate needs (shelter, care, a non-hazardous environment etc.).
